address the challenges of uncontrolled growth, the proponent will participate in
the planning of infrastructure and planning infrastructure investment throughout
the life of the project, as well as in efforts to strengthen the capacity for healthy
urban development.
The project is committed to ensuring that people are not harmed by its activities,
and to contributing to the social and economic development of its area of
potential effects, the scale of the project and the potential for consequent
economic and social transformation in the local area requires less specific
mitigation than it does an adaptive management strategy. Adaptive management
incorporates research and action by developing interventions to respond to the
results of systematic monitoring. Monitoring of population impacts,
strengthening the understanding of migration, helping develop regional
institutional capacities to deal with migration challenges, are all objectives of the
Ambatovy Project. Impact mitigation and benefit enhancement measures are
summarized in Table 5.1-1.
